He chose the safety of himself and his team over his own desires. He seems strong-willed but can also be cautious.

Even if a submitted plan seems likely to fail, sometimes a resubmission isn’t requested.
They only reject plans if the potential risks of failure are deemed too high.
Though it hasn’t happened before, as the tasks get more difficult from here on out, there might be cases where resubmission is required.
